Laval IHC (Immigration Holding Centre)

The Laval Immigration Holding Centre (IHC) is a facility built specifically for immigration-related administrative detention. The centre was modernized and rebuilt as part of a federal investment project to improve detention conditions for migrants in Canada.
Inaugurated in 2022, the new building was designed according to principles of security, dignity, and respect for human rights, incorporating modern standards of surveillance center architecture. The centre includes:
Separate areas for men, women, and families, with child-friendly facilities.
Open, bright living spaces with access to natural light and outdoor areas.
Community rooms, spaces for social, legal, and medical services.
A capacity of approximately 109 people.
Design aimed at minimizing the prison aspect: doors without visible bars, soothing colors, non-metallic furniture, etc.
The rebuilding project also aimed to improve energy efficiency and comply with environmental standards. It is part of a wider effort by the CBSA to reduce the use of detention and prioritize community-based solutions.

The landscaped grounds (23,700 m2 – 255 105 sq. ft.) include a 136-space parking lot, a rear service area for deliveries, and several courtyards with amenities for residents.
