Under the supervision of the Pre-Construction Director of the Building division, the Proposal Manager plays a key role in the preparation and management of bids for construction projects. The Proposal Manager is responsible for the various stages of the process, including coordinating and preparing qualifications and proposals in response to public and private tenders. This person acts as an advisor to the team of Coordinators and works closely with various internal teams and external partners to produce winning proposals.

Roles and responsibilities

  • Analyze and review various tender documents, assess technical and administrative requirements, and identify success criteria to develop winning strategies;

  • Coordinate different submissions by working closely with the Pre-Construction Project Manager, estimators, engineers, and other stakeholders to gather the necessary information for proposal development;

  • Manage and plan schedules and monitor the various stages of the submission process to ensure deadlines are met;

  • Write, structure, and finalize technical and commercial proposals, meeting deadlines and presentation requirements while emphasizing added value;

  • Manage, solicit, and integrate deliverables from various partners, ensuring their compliance and quality;

  • Conduct post-submission analyses to identify areas for improvement and contribute to the continuous improvement process for future submissions;

  • Support strategic development by also participating in the search for new opportunities and contributing to the preparation of various marketing initiatives aligned with the strategic objectives of the Director and the Vice President – Alternative Delivery;

  • Perform all other related tasks.

Required skills

  • College or university degree in a relevant field (Architecture or Construction Engineering).
    Relevant experience in project or proposal management.

  • Excellent writing and communication skills (French and English).

  • Ability to analyze and summarize technical and administrative documents.

  • Strong time and priority management skills.

  • Proficiency in office software (Word, Excel, PowerPoint) and bid management tools (e.g., Procore, AutoCAD, Revit is an asset).

  • Knowledge of the construction sector and tendering processes.

  • Demonstrates leadership and teamwork skills.

  • Ability to manage stress and handle priorities.

  • Shows rigor, creativity, and autonomy.
